In 1997 Gabon awarded the first real concession in Africa, under a contract that introduced coverage targets for expanding service to previously unconnected rural areas. SEEG, the new concessionaire, offers both water and electricity ser vice, with the electricity business cross-subsidizing the less developed water business. Five years on, the concessionaire has performed well in established ser vice areas, often exceeding targets, but has made less progress in more isolated areas.
This Note assesses lessons for the design of contracts with incentives for expanding service beyond the immediate circles of major urban centers—and on the potential role of multi-utilities.

In addition to using process indicators, the International Water Management Institute (IWMI) suggests using a minimum set of comparative indicators to assess hydrological, agronomic, economic, financial, and environmental performances of irrigation systems. The aim of applying comparative indicators is to evaluate outputs and impacts of irrigation management practices, interventions across different systems and system levels, as well as to compare various irrigation seasons and technologies with one another.

Power sector reform has been introduced over the past two decades in a number of countries to achieve one or more of the following basic objectives:

  • To reduce revenue requirements for on-going electricity supply, typically through improved efficiency, hence reducing tariffs. This is the financial performance objective.
  • To reduce public debt burdens, by reducing public funding of electricity supply or even selling electricity supply operations to generate proceeds for state coffers. This is the public funds objective.
  • To improve service quality or scope. This is the customer service objective.

The Ministry of Power envisions reliable, affordable and quality power supply for all users by 2012. In the prevailing situation, this might appear to be an ambitious goal. However, we have to achieve this objective if the nation is to attain rapid economic growth and ensure the desired quality of life in keeping with infrastructure attainments worldwide.

The use of advanced technology tools such as satellite remote sensing, geographic information system (GIS) techniques, and hydrologic modeling can greatly help improve irrigation management. The International Irrigation Management Institute is planning a long-term program for developing a package of these tools to aid irrigation management at the policy, strategic, and tactical levels. This case study in the Bhadra Project in Indiais an attempt in this direction.

This report makes two arguments about the relationship of water distribution rules to water distribution performance.

First, it argues that if the water distribution rules define a pattern of water delivery that does not match technically feasible goals of the water users, then the users will subvert the rules. This will lead to poor water delivery performance and increases in the cost of irrigation to the users.
Second, it argues that inconsistency in the water distribution rules creates difficulties in system operations that are likely to lead to inefficient and inequitable water distribution performance.

What is WENEXA? The Water Energy Nexus Activity (WENEXA) is a bold initiative designed to address seemingly intractable problems whose roots lie at the intersection of India’s water and energy sectors.

  • The Vicious Cycle: below cost electricity tariffs may have led to the overuse of water for irrigation, which in turn has produced dramatic declines in groundwater levels.
  • Water Quantity: The mining of ancient aquifers from inexpensive deep wells has a direct negative social impacts; water tables fall below levels that can be hand-pumped, and water that was once free is replaced by water that must be purchased from deep well owners.
  • Water Quality: Over-pumping causes a deterioration in the quality of the water being pumped, and in many areas, it is high in arsenic or other contaminates.
