What is the WENEXA approach? |

 “Bridging the gap,” means a collaborative approach at three levels:
- Center Level: Forward thinking and strategic planning means continued policy dialogue between energy and water policy leaders, particularly between the Ministry of Power and the Groundwater Control Board.
- State Level: The existing policy gap at the state level must be fused through specific actions to promote and support viable power distribution companies while fostering state-level water sector reforms that reinforce market-oriented energy policies.
- Local Level: Change is driven at the local level by effective communication strategies that address issues in water and energy management relevant to the context that farmers and other rural inhabitants experience them. Forming LPDGO’s, strengthening WUAs and creating institutional linkages at this level s a bottom-up approach, and one that will drive change at the higher State and Center levels.
WENEXA will contribute to the power distribution reform process and introduction of commercial best-practices, help conserve energy and water resources, reduce growth of GHG emissions and improve the quality of life for participating farm families. This phase of WENEXA will work to achieve three interrelated objectives:
- Policy Dialogue: Increased policy discussion and exchange to advance efficient energy and water management through policy papers, roundtables;
- Sector Reform: Enhanced commercial management and institutional strengthening in rural power distribution in consonance with aquifer/watershed management through GIS/GPS mapping of distribution assets and water pumps and best practices in rural distribution;
- Customer Service: Planning, designing and implementing energy and water use efficiency programs and demand side management through innovative institutional, financial and services delivery arrangements through local participatory tools development at selected sites.
